PHDCCI discusses J&K industrial policy amendments

PHD Chamber of Commerce and Industry (PHDCCI) Jammu & Kashmir Chapter participated in a detailed virtual meeting with the Commissioner Secretary of the Industries & Commerce Department, Vikramjit Singh, IPS, and the Director of Industries, Jammu, Rakesh Manhas, JKAS. The discussion centered on proposed amendments to the Jammu & Kashmir Industrial Policy 2021-30.

The PHDCCI team was led by Rakesh Wazir, Chairman - Jammu Region, and from Kashmir Region Himayu Wani, Co-Chair - PHDCCI Kashmir; Javaid Anim, Co-Chair - PHDCCI Kashmir; and Bilal Kawoosa, General Convenor - PHDCCI Kashmir and Deputy Director PHDCCI Mr Iqbal Fayaz Jan
The meeting featured in-depth deliberations where the PHDCCI delegation presented a suite of priority suggestions and inputs aimed at making the policy more robust, inclusive, and conducive to sustainable industrial growth in the Union Territory. The chamber was advised to submit these inputs in a detailed written format, which it has committed to doing promptly, with priority recommendations flagged separately.
The session also included an awareness segment on the MSME Health Clinic portal, a crucial initiative for MSME revival.
The PHDCCI delegation submitted summarized suggestions across critical areas, including:
• Inclusion of the Service Sector in policy benefits.
• Rationalization of Tax Exemptions and SGST reimbursement mechanisms.
• Enhancement of Solar subsidy provisions and an increase in incentive capping.
• Extending the applicability of incentives to existing industries undergoing substantial expansion.
• Exemption of Stamp Duty and Court Fees for all CLU-approved industrial land, both inside and outside notified industrial estates, including for changes in constitution (dissolution, induction, retirement of partners).
• Formation of Special Purpose Vehicles (SPVs) for industrial estate management.
• Marketing Support and Purchase Preference
The PHDCCI will be submitting detailed suggestions and inputs for necessary amendments in the industrial policy.
Rakesh Wazir, Chairman - Jammu Region, PHDCCI, stated, "Our meeting with the Commissioner Secretary was highly productive. The department's receptive approach to stakeholder consultation is commendable. Our suggestions are pragmatic, aimed at simplifying processes, enhancing competitiveness, and fostering an ecosystem where both existing and new industries can thrive sustainably."
Vikramjit Singh, IPS, Commissioner Secretary, Industries & Commerce Dept., J&K, appreciated the detailed inputs from PHDCCI and assured that the department would examine the comprehensive written submission.
Himayu Wani said that the PHDCCI remains committed to working collaboratively with the Government of Jammu & Kashmir to refine the industrial policy, ensuring it acts as a catalyst for economic development and employment generation in the region.
