PHDCCI presents economic revival blueprint to Parliamentary Commerce Panel

A high-level delegation from the PHD Chamber of Commerce and Industry (PHDCCI), Kashmir Chapter, led by Chairman Mr. A P Vicky Shaw, met with the Department-related Parliamentary Standing Committee on Commerce during its visit to the Union Territory. The delegation presented a detailed blueprint to boost trade, investment, and industrial development in Jammu & Kashmir.

The meeting was chaired by Hon’ble MP Ms. Dola Sen and attended by other Members of Parliament, including Smt. Renuka Chowdhury, Shri Ramesh Awasthi, Mr. Yusuf Pathan, Dr. Shiv Pal Singh Patel, Mr. Sadanand Tanavade, Mr. Santosh Pandey, Shri Prasun Banerjee, and Dr. Prashant Yadaorao Padole.
The PHDCCI team—which included Co-Chair Mr. Himayu Wani, General Convener Mr. Bilal Kawoosa, and Deputy Director Iqbal Fayaz Jan—put forward several key recommendations aimed at accelerating the region’s economic recovery and fostering a business-friendly environment.
Key Proposals Submitted:
Special Economic Zone for Srinagar: Urged notification of Srinagar as an SEZ to drive investment and job creation.
Support for MSMEs: Called for stronger marketing assistance and strict enforcement of 25% public procurement quota from MSMEs.
Ease of Doing Business: Requested urgent implementation of the Business Reform Action Plan (BRAP) to enhance J&K’s national ranking.
Mega Industry Clusters: Proposed a modern Leather, Wool & Silk Cluster under PPP model to boost local industry.
Logistics & Dry Port: Highlighted the urgent need for an all-season logistics corridor and a fully functional dry port.
Tourism Sector Relief: Sought a government-backed relief and loan restructuring package following recent unrest and losses.
Real Estate Reforms: Advocated for policy overhauls to unlock the sector's economic and employment potential.
Plug-and-Play Industrial Estates: Emphasized the need for ready-to-occupy estates to reduce setup time for new businesses.
Industrial Grievance Redressal Commission: Suggested formation of an independent commission to resolve chronic industrial issues.
Faceless Digital Single Window: Recommended the rollout of a time-bound, fully digital clearance system with legal accountability.
Financial Support & Lending Norms: Called for easier access to credit, resolution of CIBIL score issues post-2019, and increased support from J&K Bank.
Ms. Dola Sen and committee members assured the PHDCCI delegation that all suggestions would be thoroughly examined and included in a formal report to be submitted to the Government of India for policy action.
The interaction marked a significant step in aligning local industry aspirations with national policymaking efforts.
