
Principal Secretary of the Agriculture Production Department (APD), Shailendra Kumar, chaired a comprehensive review meeting at the Directorate of Animal Husbandry, Talab Tillo, to assess the progress of schemes and projects under the Animal Husbandry sector in Jammu division.
The meeting was attended by senior officials including the Secretary APD, Mission Director HADP/JKCIP, Directors, Joint Directors, Deputy Directors, and Chief Animal Husbandry Officers from all districts of Jammu division.
Discussions focused on the implementation status and financial progress under various schemes, including CAPEX, Holistic Agriculture Development Programme (HADP), Centrally Sponsored Schemes (CSSs), and NABARD-funded projects. Special attention was given to key CSS components such as the Rashtriya Gokul Mission, Entrepreneurship Development under National Livestock Mission, National Animal Disease Control Programme (NADCP), and the Nationwide Artificial Insemination Programme.
Director Animal Husbandry Jammu, Dr. Parvinder Singh, gave a district-wise presentation outlining the achievements and current status of Foot and Mouth Disease (FMD) vaccinations, cold-chain infrastructure, and dairy and poultry development.
It was highlighted that the department has fully transitioned to digital governance, with all welfare schemes now integrated into the Kisan Saathi portal to enhance transparency and accessibility. Officials were instructed to ensure that all established projects under HADP are recorded on the Kisan Saathi Output Tracking App to improve accountability and prevent misuse of funds.
The Principal Secretary emphasized the importance of cooperative societies in rural development and financial inclusion. He urged officers to promote organized dairy cooperatives, value addition in milk production, and robust marketing strategies.
Kumar also directed all departments to expedite the completion of ongoing infrastructure projects, particularly those involving the upgradation of veterinary hospitals, and to ensure financial expenditures exceed 90% to meet performance targets.
