Punjab levy triggers mutton crisis in Kashmir

July 02, 2026 | Shugufta Rashid

Srinagar, July 1: Kashmir's upcoming wedding season could face a shortage of mutton following a levy-related dispute in Punjab that has disrupted the transportation of livestock to the Valley, raising concerns among traders, butchers and consumers.

The supply of sheep from Rajasthan and other northern states, which forms the backbone of Kashmir's mutton market, has reportedly slowed after transporters and livestock traders expressed concern over the imposition of levies and additional charges in Punjab. The disruption has affected the movement of livestock vehicles heading towards Jammu and Kashmir.
Traders said a large share of Kashmir's daily mutton requirement is met through livestock imported from outside the Union Territory, particularly from Rajasthan. Any interruption in this supply chain directly impacts availability and prices in local markets.
The timing of the disruption has added to concerns, as the Valley is preparing for the peak wedding season when demand for mutton traditionally witnesses a sharp rise. Mutton remains an indispensable part of Kashmiri weddings and social gatherings, with thousands of kilograms consumed during the season.
Wholesale meat dealers warned that if the issue remains unresolved, local markets could witness reduced supplies and a significant increase in prices over the coming days. They urged the concerned authorities to intervene and facilitate the smooth movement of livestock to prevent a crisis.
Butchers across Srinagar and other districts said they are already receiving fewer consignments than usual. Some traders claimed that uncertainty among transporters has slowed dispatches, creating fears of shortages if the situation continues.
Consumers have also expressed concern over the possibility of rising prices, particularly at a time when household expenses typically increase due to weddings and other family functions.
Industry representatives have appealed to the governments of Punjab and Jammu & Kashmir to resolve the levy-related issue at the earliest and ensure uninterrupted transportation of livestock. They said any prolonged disruption could adversely affect traders, transporters, livestock suppliers and consumers alike.
Officials are expected to engage with the concerned authorities to assess the situation and explore measures to restore normal supplies. Market observers believe that a timely resolution will be crucial to stabilise prices and ensure adequate availability of mutton during the peak wedding season.
With demand expected to rise sharply in the coming weeks, all eyes are now on the outcome of discussions between stakeholders, as Kashmir seeks to avert a mutton shortage during one of its busiest festive and wedding periods.
