
While observing education in J&K many questions arise and strike hard to the mind. Though showing some improvements but at a very slower rate .
The school education department, government of J&K spends about seventeen thousand rupees for a single student in government schools. Even in elite private schools of Kashmir, the parent pays about eight thousand rupees including bus fee per student. Then why are the results different? Who is responsible for this difference between the progress and results between the government school and a private school?
In other states of our country like in Chandigarh the government schools are doing far better than private schools. In these states one has to get the minister involved in getting the student admitted in government schools. In our part of the world the situation is drastically reversed.
What causes this chaos?
The causes are many..
I am in 40s , since my childhood I have seen many politicians MLAs visiting our area . The demands from the public have always been about roads, electric poles, and water. I have never seen people asking about infrastructure development of schools, teaching staff etc. I have never seen people asking the concerned MLA that our votes will be casted in your favour only if you develop the government schools in our area. This is mentally under development from our part as a civilised society. In other parts of our country and the other countries the development of government schools is a main issue that decides the politician’s future. The priority wise demands must include government school development in the first place followed by hospitals, roads etc. If a rough calculation is done one finds a meagre amount of constituency development fund (CDF)by the concerned MLA is generally spent to do away with the infrastructure woes of government schools. The MLA knows the mood of the people.
A large number of teachers have been appointed under certain schemes to generate employment in the education department. This resulted in opening of school in every Mohala. To tackle this problem and to make infrastructure of government schools at par with the private schools, the concept of composite schooling will be a very good step. The only way out, I guess. A composite school is a school that provides both elementary and secondary education on the same plate form. It can be done in the higher secondary of the area. All the nearby elementary schools can be clubbed with it. The government's higher secondary usually has good infrastructure boosted with the modern technology interconnections like ICT, ATAL tinkering labs, vocational labs etc. resource sharing can easily take place. The focus of the government shall now be on this composite school and the results can be miraculous. This initiative is also aligned with NEP 2020.
In composite schooling the students of elementary schools will have easy access to modern technological gadgets. resource sharing will help to meet out the requirement of the professionals at ease. The students in these composite schools will get an opportunity to study Upto 12th thereby ensuring their complete nurturing and all round development.
The departmental exams is a very crucial step in keeping the education department prosperous and healthy. Their are the teachers with excellent qualifications at their back but fail to keep themselves updated. They know that after about 16 years they will be promoted as masters and then lecturers to teach the subject which they might have forgotten as in these years the Msc physics was teaching maths and Msc chemistry Urdu at the elementary levels. The HOIs as a result of this promotion process are never assessed of their competency as a leader of the Institute. The responsibility of the head of the Institute is so big that the progress of the Institute cannot be achieved without the competent head. At elementary school of two teachers the one other senior by one day to the other will make the former HOI. That is how it goes.
The responsibility of an educator in a school is not only to teach but to activate the community in terms of the importance of government schools. Government schools are a life line for the downtrodden which makes the major chunk of our society.
Revolutionary steps are to be taken to save these government schools for the upliftment of our society. Otherwise this melancholy will persist for ever. It is believed that the SED which leaves no stone unturned shall come with strong force.
