
Srinagar, July 14: Speaker of the Jammu and Kashmir Legislative Assembly, Abdul Rahim Rather, on Monday chaired a meeting of the Hospital Development Fund (HDF) Committees of Sub-District Hospitals (SDHs) Charar-i-Sharief, Pakherpora and Kremchore to review proposals for the utilisation of HDF and Rogi Kalyan Samiti (RKS) funds for the financial year 2026-27.
During the meeting, officials informed the Speaker that the Hospital Development Fund is generated through user charges, including registration fees, pathological tests, X-ray services and other hospital services. The funds are utilised for payment of wages to HDF employees, procurement of essential medicines and medical equipment, minor repairs and renovation works, sanitation and other patient-care requirements.
The meeting was informed that all three Sub-District Hospitals under the Charar-i-Sharief medical block have been accredited under the National Quality Assurance Standards (NQAS), reflecting their commitment to quality healthcare services.
Officials also highlighted that SDH Pakherpora has secured the Kayakalp Award this year, ranking first in Jammu and Kashmir for cleanliness, while SDH Nagam had received the award last year. SDH Charar-i-Sharief has also earned the Kayakalp Commendation Award for three consecutive years for maintaining high standards of hygiene and patient care.
Reviewing the proposed utilisation of HDF and RKS funds, the Speaker stressed that every rupee should be spent judiciously, transparently and strictly in accordance with prescribed guidelines, with priority given to improving patient care and strengthening healthcare infrastructure.
He directed the concerned authorities to prioritise the procurement of essential medicines, modern medical equipment, sanitation facilities and maintenance of hospital infrastructure while ensuring optimum utilisation of available resources and avoiding unnecessary expenditure.
Emphasising accountability and financial discipline, Rather instructed hospital authorities to maintain complete transparency in the execution of works, ensure periodic monitoring of expenditure and implement approved projects within stipulated timelines.
The Speaker also appreciated the healthcare staff for securing national recognition under the NQAS and Kayakalp initiatives and urged them to sustain the achievements by maintaining high standards of cleanliness, hospital management and patient care while continuing to provide accessible, affordable and quality healthcare services.
