ST Dept reviews strategies to curb fake ITC AND BOOST REVENUE

Commissioner State Taxes J&K, P.K. Bhat, chaired a comprehensive review meeting of the State Taxes Department, Kashmir division, to evaluate ongoing activities, address operational challenges, and strategize for improved tax compliance and revenue enhancement.

The meeting was attended by Additional Commissioner State Taxes Kashmir, Parveez Ahmad Raina, and officers from all circles across the division. Discussions focused on identifying fake Input Tax Credit (ITC) suppliers, recovering revenue from fake ITC cases, monitoring Tax Deducted at Source (TDS) payments, ensuring timely filing of returns, and acting on intelligence reports.
Commissioner Bhat stressed the urgent need to identify taxpayers who issue ITC through GSTR-1 but fail to file GSTR-3B returns, leading to significant revenue loss. He directed officers to expedite revenue recovery from fake ITC cases and ensure compliance with return filing deadlines.
The meeting also highlighted the issue of dormant dealers filing nil returns while continuing to receive goods, calling for strict monitoring and action against such practices. A review of audits conducted under Section 65 of the J&K GST Act, 2017, was undertaken, with officers instructed to submit action reports along with revenue realized post-audit.
Commissioner Bhat emphasized the importance of verifying e-Way bills to prevent revenue leakage and urged the use of technological tools like MIS and GST Prime for better compliance monitoring. Special attention was directed toward high-risk sectors such as cement, iron, and mobile phones to close existing tax loopholes.
Further, the department resolved to increase taxpayer awareness on timely return filing and cash tax liabilities, urging officers to engage proactively with the taxpayer community. Additional Commissioner Kashmir highlighted the importance of ensuring that GST slab changes benefit consumers and do not negatively impact revenue growth.
The meeting concluded with strong directives for officers to reinforce tax administration and enhance revenue collection across the Kashmir division.
