Terror in Manipur

The National Investigation Agency has revealed damning information that terror outfits in Myanmar and Bangladesh are trying to exacerbate the longstanding violence in Manipur, fueling instability and insecurity in the region. This volatile situation poses significant challenges not only to Manipur but also to the broader security dynamics of South Asia. Myanmar, which shares a border with Manipur, has long been a sanctuary for various insurgent groups operating in the northeastern states of India, including Manipur. The porous and difficult-to-patrol border has allowed these groups to find refuge, establish training camps, and procure arms and ammunition with relative ease. One of the most notable of these groups is the United Liberation Front of Western Southeast Asia (UNLFWSEA), an umbrella organization that includes several Manipuri insurgent groups. The role of Myanmar-based outfits like the UNLFWSEA cannot be overstated. They provide not only sanctuary but also tactical support and training to Manipuri insurgents. Moreover, the geopolitical dynamics in Myanmar, with its own internal conflicts and political instability, have created an environment conducive to the growth of these insurgent outfits. The instability in Myanmar allows them to operate with minimal interference, further exacerbating the problem. Bangladesh also plays a significant role in this volatile equation. The close proximity of Bangladesh to Manipur and its own issues with terrorism and extremism have created a situation where extremist ideologies and tactics can easily cross borders. While Bangladesh has made efforts to combat extremism within its borders, the presence of extremist elements and their support networks, particularly in the Chittagong Hill Tracts, has provided Manipuri insurgent groups with a safe haven. These insurgent outfits exploit the porous borders and cross-border ethnic linkages to regroup, recruit, and plan attacks. Additionally, they have established networks for arms smuggling and funding, with the NIA suggesting that they engage in drug trafficking to finance their operations. The consequences of this nexus between Manipur-based insurgents, Myanmar, and Bangladesh are dire. It has already strained India's relations with Myanmar and Bangladesh as they are seen as not doing enough to curb the activities of these outfits. To address this issue, a multi-pronged approach is required. First and foremost, India needs to enhance border security and intelligence cooperation with Myanmar and Bangladesh to stem the flow of insurgents and arms across borders. Simultaneously, diplomatic efforts must be intensified to persuade these neighboring countries to take stronger action against these terrorist outfits. The presence and activities of terror outfits in Myanmar and Bangladesh have indeed fanned the flames of violence in Manipur. This complex challenge requires a coordinated and sustained effort not only by India but also by its neighboring countries to address the security and developmental concerns of the region, ultimately bringing stability and peace to Manipur.
