In a significant move aimed at promoting transparency and accountability, the House Committee of the Jammu and Kashmir Legislative Assembly has invited the general public, whistleblowers, and stakeholders to submit complaints and information regarding alleged irregularities in the implementation of the Jal Jeevan Mission (JJM). The decision reflects a welcome shift towards inclusive governance and signals the seriousness with which the government is approaching concerns about potential misuse of funds and deviation from project guidelines. The Jal Jeevan Mission, launched by the central government in 2019, aims to provide functional household tap connections to every rural household in the country. It is one of the largest and most ambitious rural infrastructure programs undertaken in India. Jammu and Kashmir, like many other states and Union Territories, has received substantial funding under this scheme to improve rural water supply systems. However, over the past year, questions have been raised about the execution of various projects, ranging from inflated costs and substandard materials to incomplete works and lack of community involvement. The House Committee’s initiative to crowdsource information directly from the public is a progressive step. It empowers citizens to speak out and play a role in ensuring clean governance. Often, those most affected by corruption or mismanagement—villagers who continue to rely on tankers or unsafe water sources despite claims of 100% coverage—remain voiceless in formal investigations. This open invitation gives them a chance to be heard. At the same time, the credibility and impact of this exercise will depend entirely on how sincerely the complaints are examined and followed up. It should not become a cosmetic effort that merely collects grievances without any concrete action. The Committee must ensure that a robust mechanism is in place to verify the information, protect the identity of whistleblowers, and hold erring officials and contractors accountable. Furthermore, this inquiry presents a timely opportunity to evaluate broader systemic issues in the implementation of centrally-sponsored schemes. Often, the pressure to meet deadlines and targets leads to superficial compliance while ignoring sustainability and quality. Involving Panchayati Raj Institutions and community-based monitoring mechanisms could help ensure that such programs achieve their real purpose. The House Committee’s move to seek public input is a step in the right direction. It not only reaffirms the democratic spirit but also highlights the importance of public oversight in developmental programs. Let this not be a mere formality, but the beginning of a genuine clean-up in the mission to provide safe drinking water to every home.
