Extracting ideas from this vastest pool of research, Government of India and its well known statutory body UNIVERSITY GRANTS COMMISSION (set up by the Department of Higher Education, Ministry of Education) accordingly frames policies for academic well being of Nation (of the nation). Even they seek suggestions from academicians before and after new policy draft(s). Years ago, UGC 2018 regulations, titled ‘DRAFT UGC regulations on minimum qualifications for appointment of teachers and other academic staff in universities and colleges and measures for the maintenance of standards in higher education 2018 was produced proudly with utmost care. Almost all 1000 Indian Universities & 45000 Colleges embraced these regulations and found positives in every point/clause of it, except few Higher education Institutions of UT-Jammu & Kashmir such as University of Kashmir, JKPSC and some way Central University of Kashmir, etc. The irony is that these exceptional Higher Education Bodies of UT-J&K taunting, striping, and ragging to UGC regulation 2018 isn’t receiving any objection by anybody when they dared to reject it openly. Reflecting point distribution of UGC 2018 regulation for recruitment, PhD Degree gets credit of 30 points at University & 25 points at College level, NET/SET/SLET Qualified 10 points, U.G Minimum 16, Maximum 21 points, P.G Minimum 25 Min, Maximum 33 points-on pro-rata basis, Research Publications 6 & Teaching Experience 10 points.

Comparatively point’s distribution (meant for shortlisting Lecturers/Assistant Professors) of University of Kashmir (UOK) is irrational, unjustified criterion stimulating negative impression irking, marring, defacing, and disfiguring the points table of UGC's 2018 Regulation. Even UOK point division is an open insult, unafraid practice showing down-thumb to Ministry of Education concerned authorities & UGC brains who have spent enough priceless time to innovate such balanced recruitment draft. On the contrary, the UOK point distribution drive one out of one's mind when receiving a minimum value of 10 points to PhD & 8 points to NET/SET/SLET qualified, (UG 05, PG 10 Max- on pro-rata basis], Experience 15 & huge 30 points weightage to publications. Perplexing in nature, it gives a lead chance to simple SET qualified to dominate PhD NET qualified as publications points could be earned during M.A or before without any headache as UOK doesn’t bother about UGC Care list standard: irrefutably publishing mere with ISSN based publication (UOK norm) is everyone’s cup of tea. Additionally, another devastating picture of careless policy of UOK can be realized seeing their value of 10 points to 10th & 12th class marks on prorata basis. It invites more discuss and it can be confirmed an inaptitude through scientific arguments. Yes, good marks or grades obtained during board exams (10th or 12th) during this age aren’t ANYWAY THE PREDICTION OF SOMEONE'S POOR OR BEST APTITUDE. Evidently, Albert Einstein, Thomas Edison, Gregor Mendel, Sir Issac Newton, Srinivasa Ramanuja & many more in the unending list wouldn’t have been known by anyone if their schooling poor performance had restricted their growth which varies from person to person and countless agents such as demographic, social, economical, cultural, educational, linguistic, exposure of environment, etc. play a significant role in it. Consequently the theories (If any) or notions advocating “mental growth & development or good academic record during schooling as someone’s true competence is absolutely hooey & questionable utopianism” and can be rejected logically and scientifically. It is believed that "the reason behind human intelligence is Dopamine considered one of the key factors that make the human brain different to that of other animals and leads to our superior intelligence, according to recent studies." “By age 18, teens exhibit a lot of adult-like thinking (even though their brains are yet done developing).” Scientifically, it is evinced that teenage brain is not fully mature until about 23-25 years of age. Also, “Neuroscience has shown that a young person's cognitive development continues into this later stage and their emotional maturity, self-image and judgment will be affected until the prefrontal cortex of the brain has fully developed. In this context, B.A/B.Sc. in Indian scenario can be a better stage to consider first weightage degree in point distribution (not schooling grades) because of full growth parameter. In the light of proven scientific facts, UGC Regulation 2018 (A fit and perfect matching criteria for Indian scenario) is a far better guideline.
The second big recruiting body JKPSC is not behind in this race. The grave error probably not found in any other Indian PSC, exists in JKPSC. Their own dominating rules make them consume PhD/NET/SET/SLET as eligibility & they give more weightage to UG & PG. This is modern Aveshkaar of JKPSC think-tanks. Their point distribution, the UG 15, PG 20, Publications 2, Teaching Experience 3 points is a massive jolt for scholars who spend 7 to 8 years for PhD & almost 36 years to complete higher education and still too little point value to their highest qualification is insane criteria raising questions & doubts. As an illustration, Can a mere SET qualifier beat PhD Candidate in JKPSC Recruitment? Yes, it can happen. Is it digestible to appreciate such criteria? No, because overall 1000 Universities & millions of Colleges in India with a ratio of 4/6=400 Universities follow a different syllabus for any most common course offered by rest 600 Universities and syllabus of UGC NET/SET/SLET comprises a wide pool of content, details & knowledge. Still a long list of candidates crack NET/SET/SLET in first attempt even before completing Post-graduation (without even gaining full knowledge of their own Course, Syllabus prescribed by their University or College). Indeed performance like this is extremely difficult for gifted minds too. It indicates either they are magicians or way too lucky because reason says having hold over a huge ocean of subject knowledge can never take a few months or few attempts. With this in mind even NET/SET/SLET carries genuine weightage as per UGC 2018 regulation, identically many other degrees too. Another body, Central University of Kashmir gives 25 Points replacing UGC 30 direction, 5 points to NET/SET/SLET, 5 points to Publications, 5 points to Experience & heavy 40 points weightage to Interview. Isn’t it a fishy? As 40 Points weightage of in Interview can easily dominate Academic/Publication/Experience points of candidates. It may bring on top a simple SET with P.G. & Interview highest points can turn table for anyone even possessing PhD SET NET. All the aforementioned arguments suggest that JKPSC, UOK, CUK, shortlist recruitment criteria needs trash bin immediately by replacing it with UGC 2018 guidelines.
