Arunachal Pradesh: The Wancho Community’s Anti-Insurgency Campaign

The Wangcho are a peace loving people and this community’s philosophy is deep rooted in the belief that education is the key to unlocking human potential. By empowering individuals, they aim to break the cycles of poverty, inequality, and social injustice.

Recently, hundreds of residents belonging to Arunachal’s Longding District took to the streets demanding an end to the long-festering menace of insurgency that has adversely affected the socio-economic wellbeing and security of various local communities.
Holding banners and placards carrying messages like “We Want Justice”, “No More Civilian Killings”, “No More Abductions” and “No More Extortion”, the rallyists organised a “United Peace Rally” from the Longding Bazar through main thoroughfare of the Longding district and up to the district headquarters.
The Wancho Council, a non-government social organisation firmly believes that every individual deserves a chance to thrive, organised the event. A spokesperson of the council said, “Actually on behalf of the student community, we have gathered here to express our condolence and condemnation over the killing of a school construction worker by insurgents. We demand that insurgents refrain from kidnapping and murdering civilians wantonly, especially those who are working in schools and other educational institutions.”
He further said, “We are raising the demand for better protection and next steps in security for our civilian population. Our civilians need to be assured about their safety from insurgent attacks. We ask the government to provide adequate compensation to the families of those civilians killed by insurgents. Too many people have been killed; how long will this continue?”
He went on to say that “Every effort must be made by the government to counter and neutralise this insurgency menace effectively as soon as possible. India has been independent since 1947, but we in Arunachal Pradesh, still do not feel we are independent. Here, there is rampant extortion, kidnapping, abduction and murder, which is a huge challenge in the way of socio-economic development. The Government of India must deal with this on priority.”
According to reports, the participants submitted a memorandum of demands to the Deputy Commissioner (DC) of Longding District, Bekir Nyorak, who assured them that their grievances would be addressed in consultation with the state and central governments.
Insurgency remains a persistent issue in certain districts of Arunachal Pradesh, particularly in the Tirap, Changlang, and Longding areas, which are located near the India-Myanmar border.
While the insurgency movement and presence of insurgents has declined, there have been sporadic incidents of extortion, kidnappings and killings, creating an atmosphere of fear and uncertainty.
Wancho Council President Somnai Wangpan has been quoted saying that “The rally represented the collective voice of our people who seek peace and normalcy in their daily lives. Our people, caught between insurgent groups and security forces, have become scapegoats. Today, we stand united to say enough is enough. We have presented our demands to the government and the administration to take concrete steps to contain insurgency in the district.”
The rally saw the participation of people from three Wancho constituencies (No. 58, 59 and 60 Assembly Constituencies) currently represented by nine MLAs. The general secretary of the council said that during his nearly six-year tenure, 90 kidnappings have taken place, adding that different insurgent groups were involved in such activities, which the government was very well aware of.
The insurgency in North East India in general and in Arunachal Pradesh in particular, is fuelled by various factors, including the use of Arunachal Pradesh as a key transit route by insurgents from neighbouring states, factional warfare between Naga groups and the presence of indigenous insurgent outfits.
Members of numerous community organisations, including Wancho Wangham Council, Longding District Students’ Union (LDSU), local government representatives and market welfare associations of Longding, Kanubari, Pongchau, Tissa and Wakka took part in the rally. Local leaders said they hoped this rally would prompt the authorities to implement more effective security measures.
