Tulip Garden Traffic Woes

Srinagar, Mar 25: Every spring, the Tulip Garden at Chashme Shahi attracts thousands of visitors, boosting tourism and local economic activity. However, alongside this seasonal influx, a serious and recurring problem emerges with severe traffic congestion on Boulevard Road. What should be a celebration of natural beauty increasingly turns into a daily struggle for commuters and residents.
This congestion is predictable and annual, particularly during peak hours from 10:00 AM to 6:00 PM. Yet, the response has largely remained limited to temporary measures such as traffic diversions and manual regulation, with little focus on long-term solutions. A statistically designed survey with 95% confidence level reveals the scale of the issue. On peak hours, approximately 100,000 vehicles use this route daily, inclusive of traffic moving in both directions. With an average occupancy of five persons per vehicle and an additional one hour of delay, the total loss amounts to nearly 500,000 person-hours per day. Over a one-month Tulip season, this translates to 1.5 crore human hours lost.
The economic impact is equally alarming. At a modest valuation of ₹100 per hour, the daily productivity loss is about ₹5 crore, amounting to nearly ₹150 crore over the tulip season of one month. In addition, traffic congestion leads to excessive fuel wastage. With an estimated 80,000 litres of fuel wasted daily, the total fuel loss reaches ₹24 crore in a month. Combined, the total economic burden stands at nearly ₹174 crore.
The root cause of this problem lies in a growing mismatch between traffic demand and road capacity. While tourism, vehicle ownership, and commercial activity have increased significantly, the road infrastructure particularly its width has remained unchanged. Temporary traffic measures cannot compensate for this structural limitation.
The impact on local residents is substantial. Daily commuters face increased travel time, reduced productivity, and rising stress levels. Additionally, higher fuel consumption contributes to environmental degradation in an ecologically sensitive area.
Given the magnitude and recurring nature of this issue, there is an urgent need for evidence-based policy intervention. Road widening, wherever feasible, must be prioritised alongside improved public transport and traffic regulation measures.
The data is clear, the losses are significant, and the problem is predictable. It is time to move beyond temporary fixes and adopt a sustainable, long-term approach. Road widening on this critical stretch is not just desirable but it is essential for balanced development and public welfare.
