Jammu, November 2: The Jammu and Kashmir Civil Secretariat reopened in Jammu on Monday following the annual Darbar Move, marking the beginning of the winter session 2026-27 in the winter capital.
Chief Minister Omar Abdullah was accorded a Guard of Honour upon his arrival at the Secretariat. He inspected the parade and interacted with officers and other staff members.
According to officials, more than 100 government offices have resumed operations in Jammu. The Chief Minister’s Secretariat and 40 departments have shifted completely, while another 50 offices will operate in camp mode.
Offices following a five-day workweek closed in Srinagar on October 30, while those observing a six-day schedule concluded their operations on October 31. The second batch of employees arrived in Jammu on Sunday along with official records.
The Civil Secretariat will function from 9:30 am to 5:30 pm. A winter secretariat has also been established in Srinagar to ensure the uninterrupted delivery of government services in the Valley.
This is the second consecutive year that the Darbar Move has been observed since the elected government restored the practice in November 2025.
The 150-year-old tradition was introduced by the Dogra Maharajas in 1872 to shift the administrative capital between Srinagar and Jammu according to the seasons. The practice was discontinued in 2021 by the Lieutenant Governor-led administration as part of measures aimed at reducing expenditure and promoting e-governance.
