J&K Completes 46% of Jal Jeevan Mission Works, Contractor Dues Reach ₹1,360 Crore

Srinagar, Sep 4: Only 46 percent of the physical works planned under the Jal Jeevan Mission (JJM) in Jammu and Kashmir have been completed, while contractor payments amounting to ₹1,360 crore remain pending, according to a report of a Parliamentary Standing Committee.

The findings were highlighted by the Department-related Parliamentary Standing Committee on Home Affairs in its report examining administrative governance, socio-economic development and the security situation in Jammu and Kashmir and Ladakh.

The committee noted that implementation of the Jal Jeevan Mission in J&K had experienced delays, with physical execution progressing slower than required to complete the targeted works.

According to the report, just 46 percent of the planned physical works had been completed, while ₹1,360 crore in payments to contractors remained outstanding.

The committee expressed concern over the slow pace of implementation and recommended that the authorities accelerate the execution of pending projects and ensure timely release of funds.

The Jal Jeevan Mission aims to provide functional household tap connections to rural families and develop the infrastructure needed for a dependable supply of drinking water.

The panel stressed the need for better coordination among departments to remove administrative and financial bottlenecks and ensure that beneficiaries receive functional tap-water connections.

The large amount of pending contractor payments could also affect the pace of ongoing infrastructure works, particularly projects dependent on regular cash flow for construction and related activities.

The committee called for closer monitoring of the mission and faster resolution of administrative and financial issues delaying its implementation in Jammu and Kashmir.

The findings come as J&K continues to expand rural drinking-water infrastructure under the centrally sponsored Jal Jeevan Mission.
