In a circular issued by Director Colleges Prof. (Dr.) Twinkle Suri, the Directorate expressed concern over reports of employees failing to observe prescribed working hours and remaining absent from duty without authorisation. Such practices, the circular noted, were affecting institutional discipline and the smooth functioning of academic activities.
All Principals of Government Degree Colleges have been directed to ensure compliance with attendance requirements by both teaching and non-teaching employees.
The instructions emphasise regular biometric attendance, punctuality and the uninterrupted conduct of scheduled classes. Employees have also been directed not to leave college premises during official working hours without obtaining prior approval from the competent authority.
The Directorate has asked Heads of Institutions to personally supervise the implementation of these instructions and ensure accountability among staff members.
It has further cautioned that any violation of the prescribed norms will be viewed seriously and may lead to disciplinary proceedings under the relevant service rules.
The circular also warns officials against providing misleading or incorrect compliance reports, stating that any such lapse will invite appropriate action against those responsible.
The directions have been communicated to Principals of Government Degree Colleges as well as Government College of Engineering and Technology institutions across Jammu and Kashmir.
