Kashmir University Policy On Professors Above 62 Bars Fresh Administrative Roles, Raises Governance Questions

October 15, 2026 | BK NEWS SERVICE

Srinagar, Oct 15: The University of Kashmir’s recently introduced policy restricting professors above 62 years of age from taking up new administrative assignments has triggered questions over appointment procedures, continuation in existing positions and the discretionary powers available to the Vice-Chancellor.

The notification, issued last week, allows professors whose service beyond 62 years has been approved to continue in their existing academic or administrative roles until the completion of their designated tenure, subject to annual performance reviews. However, such professors will ordinarily not be considered for fresh administrative appointments or tenure-based positions during their extended service.

The distinction between retaining an existing post and securing a new assignment has emerged as a key aspect of the policy. While the framework permits current office-holders to complete their tenure, their continuation remains subject to satisfactory performance. The notification, however, does not elaborate on the considerations behind this arrangement.

The annual performance review is another significant component of the policy. An adverse assessment or unsatisfactory performance could result in the premature termination of an administrative assignment by the competent authority. However, the notification does not detail the evaluation criteria, procedures for communicating adverse findings or provisions for reviewing decisions affecting the concerned office-holders.

Another important provision relates to the nomination of Deans of Schools. Professors serving beyond the age of 62 will generally not be considered for such appointments. However, the Vice-Chancellor retains the authority to make exceptions when academic requirements or institutional interests demand it, particularly if no other suitable and eligible professor is available.

This provision gives the Vice-Chancellor the flexibility to address exceptional circumstances. However, the notification does not specify the criteria for determining academic necessity or institutional interest, leaving questions about how such discretion will be exercised consistently.

The policy follows recommendations made by a committee constituted through a notice dated August 4, 2026, and subsequently approved by the Vice-Chancellor. It covers existing and future cases involving professors whose service beyond 62 years has been approved under the enhanced superannuation policy.

The university has not specified whether the new framework emerged from particular administrative disputes, succession-related concerns or a broader review of institutional governance. The notification also does not provide details of the arrangements followed before the policy was introduced.

The implementation of the framework will depend on how consistently the university applies its provisions. Clearly defined performance standards, transparent decisions on exceptional appointments and a well-established review mechanism could help ensure fairness while maintaining accountability in administrative leadership.

The policy has brought renewed attention to the balance between continuity in academic administration and opportunities for eligible faculty members to assume leadership responsibilities.
