NGT seeks responses over Kwar Hydel Project

Kishtwar, Sep 17: The National Green Tribunal (NGT), Principal Bench, New Delhi, has sought responses from the Centre, Jammu and Kashmir authorities and Chenab Valley Power Projects Pvt. Ltd. (CVPPL) over alleged environmental violations linked to the 540-MW Kwar Hydroelectric Power Project in Kishtwar.

A Bench headed by NGT Chairperson Justice Prakash Shrivastava, along with Expert Member Dr Afroz Ahmad, issued notices to the Ministry of Environment, Forest and Climate Change, Ministry of New and Renewable Energy, Central Pollution Control Board, J&K Pollution Control Committee, Chief Secretary J&K, Deputy Commissioner Kishtwar and Managing Director CVPPL.
The matter stems from Original Application No. 348/2026 filed by Guddu Kumar and Sanjay Kumar on behalf of residents of Halqa Panchayat Padyarna in Nagseni block. The case has been listed for November 30, 2026.
The petition alleges that project-related construction activities have caused environmental degradation, including dumping of excavated muck on slopes and impacts on the Chenab River and its basin.
Advocate Muzzaffar Ali Shah, representing the applicants, also raised allegations of extensive blasting in the project area, claiming that vibrations had caused cracks in residential structures in Sumna Bhatta, Pullar and Padyarna.
The applicants further alleged that stone crushers, heavy vehicular movement and ongoing construction have contributed to dust pollution in surrounding areas.
The allegations are now before the Tribunal, which has sought responses from the concerned authorities and project developer.
