Srinagar, Sep 18: Minister for Education, Social Welfare, Health and Medical Education Sakeena Itoo on Thursday reviewed the status of human resource management (HRM) matters in the School Education Department, directing officials to expedite pending cases relating to seniority, promotions, higher-post placements, regularisation, recruitment and service rules.
Chairing a high-level meeting at the Civil Secretariat, the Minister stressed time-bound disposal, transparency and close monitoring of all service-related matters, saying an efficient HR management system was essential for the smooth functioning of the department.
The meeting was informed that final seniority lists of 21,323 PG Masters/PG Teachers across 32 disciplines have been issued during the past year, while lists for four disciplines are under preparation. The final seniority list of 3,509 Headmasters/equivalent posts has also been issued.
Regarding career progression, 197 PG Masters/PG Teachers have been placed as In-charge Lecturers, while another 672 employees have been placed against various higher posts, taking the total number of higher-post placements to 869.
Consideration zones covering 988 PG Masters/PG Teachers have been prepared for placement as In-charge Lecturers, while 150 others are under consideration for higher posts.
The meeting was also apprised that Departmental Promotion Committee (DPC) proceedings have been completed for 10 of 36 disciplines. Cases involving the remaining 26 disciplines, covering around 2,000 placements, are pending consideration.
On regularisation, officials informed the Minister that 53 employees from different cadres and disciplines have been regularised during the past two years. Itoo directed that all eligible pending cases be processed strictly under the applicable rules.
The Minister also reviewed lecturer recruitment. Against 594 vacancies in 27 disciplines referred to the J&K Public Service Commission, 586 selections have been received. Appointment orders have been issued to 291 candidates, while cases of another 213 are under process following receipt of verification reports.
A fresh exercise to identify additional lecturer vacancies for referral to JKPSC is also underway.
The meeting further reviewed revision of the J&K School Education (Gazetted) Service Recruitment Rules, with the final draft circulated to Heads of Departments for comments. Revision of the Subordinate Service Recruitment Rules has also been initiated.
Officials said a one-time exemption for higher qualifications acquired through distance/online mode has so far been granted to 14,966 employees.
Itoo directed officers to maintain continuous monitoring of pending HRM matters and ensure their disposal within prescribed timelines, with effective coordination wherever inter-departmental approvals are required.
