As many as 87 Jammu and Kashmir Administrative Service (JKAS) officers were charge-sheeted before competent courts in corruption-related cases between January 1, 2019 and July 16, 2026, according to information provided by the Jammu and Kashmir Anti-Corruption Bureau (ACB) under the Right to Information Act.
The figure, however, does not represent 87 FIRs. The ACB's response distinguishes neither the number of individual FIRs involving JKAS officers nor the eventual outcome of all the charge-sheets in a consolidated database, leaving unanswered questions over how many cases resulted in convictions, acquittals, closures or remain pending before courts.
The absence of a consolidated outcome record becomes significant in view of the continuing stream of corruption cases involving officers of the administration. The ACB's own records for 2025 and 2026 show registration of cases, searches and presentation of charge-sheets against officials in the Revenue, Food Civil Supplies and Consumer Affairs, Tribal Affairs, transport and other departments.
Among the more recent cases is that involving JKAS officer Sheeba Inayat, against whom the ACB registered cases in 2026 concerning alleged disproportionate assets and alleged irregularities in foodgrain distribution. The allegations remain subject to investigation and judicial proceedings.
Another recent case concerns Zafar Iqbal, JKAS, against whom the ACB registered a disproportionate-assets case in 2026. The Bureau said searches were conducted as part of the investigation.
The ACB has also registered cases against senior officers holding important administrative positions. In May 2025, it registered a case against M.S. Choudhary, then Director Tribal Affairs, J&K, over alleged irregularities in implementation of post-matric scholarships for Scheduled Tribe candidates.
In another case, the ACB registered an FIR against then Tehsildar Vijaypur Tarsem Lal and others over alleged illegal mutation, while separate proceedings in 2025 involved revenue officials in a Budgam case concerning alleged tampering with records and financial irregularities.
The Bureau has also continued presenting charge-sheets in older cases. In one 2025 case, a charge-sheet was filed against officials including the then Zonal Education Officer, Chandanwari, Baramulla, over alleged misappropriation of more than ₹27 lakh in scholarship funds.
The figures need to be read carefully because the date of an FIR and the date of a charge-sheet may fall in different years. A case involving former JKAS officer Mohammad Qasim Wani, for example, originated with an FIR registered before 2019, while prosecution sanction was accorded in 2020. It therefore cannot simply be counted as a new FIR registered against a JKAS officer after 2019.
The same distinction applies to IAS officers. The ACB has not provided a consolidated figure for IAS officers corresponding to the 87 JKAS charge-sheets. Cases involving IAS officers have nevertheless remained subject to investigation and prosecution-sanction proceedings during the period. In the Jammu and Kashmir arms-licence investigation, for instance, prosecution-sanction issues involved several IAS officers, while the underlying CBI FIRs predated 2019.
