
Ganderbal, Aug 11: In connection with the Labour Code Compliance Initiative–2026, the Planning & Development Section and the Department of Management Studies, Central University of Kashmir (CUKashmir) organised the first in a series of Capacity Building and Awareness Workshops on Labour Codes for outsourced employees at Tulmulla Campus here Tuesday.
Addressing the participants, Registrar, Dr. Nisar Ahmad Mir, stressed that awareness of rights and duties must go hand in hand with responsible discharge of one's duties. He said the University was committed to ensuring that both outsourced and regular employees were aware of their legitimate rights and statutory benefits. Dr. Nisar observed that awareness empowers employees to seek clarification and approach the appropriate authorities whenever they have concerns regarding wages, social security or other entitlements. He emphasised that the University's commitment extends beyond merely ensuring compliance on paper, stating that workers should be able to understand and access the benefits available to them.
The technical session on Provident Fund: Provisions, Benefits and Entitlements was delivered by Mr. Mohammad Ehsanul Haq, Deputy PF Commissioner, Kashmir, who gave insights into the Social Security Code and provisions relating to the Employees' Provident Fund (EPF). He explained that the Government of India has consolidated the earlier 29 labour laws into four comprehensive Labour Codes, with the objective of modernising and simplifying the labour-law framework while strengthening workers' welfare, dignity, safety and social security. “The Code on Social Security, 2020 brings together various social-security provisions, including those relating to provident fund, pension, insurance, maternity benefits and other forms of social protection,” he added.
The awareness session on Labour Codes: Rights, Entitlements and Statutory Benefits was conducted by Ms. Hafsa Qayyum, Assistant Labour Commissioner, Ganderbal, who in her presentation sensitised participants about the importance of knowing their statutory rights and welfare entitlements. “Awareness is the first step towards empowerment. A worker can effectively claim a statutory benefit only when he or she knows that such a right exists, understands the procedure for accessing it and knows where to seek assistance,” she added.
Earlier, in his welcome address, Dr. Javid Ahmad Wani, Deputy Registrar, Planning & Development Section and Nodal Officer (Labour Codes) underlined the importance of creating awareness among outsourced staff about the legal and institutional framework governing their employment. He emphasised that the University's initiative seeks to ensure that statutory compliance translates into actual awareness and accessibility of rights and benefits for workers.
Proposing the vote of thanks, Dr. Mushtaq Ahmad Lone, HoD Management Studies, said, “The purpose of capacity building is to bridge the gap between statutory provision and practical understanding.”
